I was in the process of writing the paragraph below last night around 11:35 when the power went out over a wide area for about an hour and a half. There were some claims that it was due to a car accident, but might also have been the wind, which kept waking me up all night. Can't even imagine what it must have been like in the fire zones... I just heard that - so far - there have been more than 1,000 structures destroyed! Please send a good thought & prayer for all those impacted...
FWIW... I don't believe this "National Day of mourning" is the same as a Federal Holiday, which would require a vote of Congress, not just an Executive Order. Also, this appears to be a one-time event, only impacting federal employees. The safest thing is to always check with your client to see what the lender wants to do, but I'd be verrrry surprised if they choose not to count that day as a business day.
