CT requires a second witness on a mortgage deed. I always inform the borrowers that they must provide the witness.

If lender/scheduler wants me to provide witness, witness is paid extra (either by increasing my fee and I pay witness or borrower has to pay witness for travel time and mileage). If the borrowers are willing to travel to my home office, I will provide a witness at no extra charge.

Not unusual at all for the states that require witnesses. Smiley
