They deter people from entering private property. They know if they cross it, bad things can happen. If it's your fence to your property, the border, the White House, it sets a clear and established boundary from entry, and if you do, it's at your own risk. You can get shot, you can get killed, a dog can bite you, arrested for trespassing, electrocuted, but whatever happens, it's legal as it's set not to enter. They do work. If they didn't, homeowners wouldn't build fences around their yards, the Vatican wouldn't be walled in, China wouldn't have its great wall, there would be no barriers of any kind. |
