It really wasn't - House quorum is 216, there were at least that many Reps still in Washington at the time. But this yutz insisted that Reps come BACK and try to socially distance themselves in cramped quarters just so the chair could say they had a quorum and allow a voice vote. NO ONE backed his attempt to force a roll call vote. It was just political theater, and it put lives at risk. He should resign his seat; others have done so for less.
