As for "reclaiming my time" - it's a House floor procedure that is used when witnesses begin to stall for time when answering questions. Barr is very good at doing that. Each member typically has 5 minutes for the question and answers, and if the witness is clearly trying to run down the clock, Reps will sometimes reclaim their time to allow them to continue questioning the witness later. You may occasionally see some Reps who interrupt a witness in mid-sentence and say something like, "This is my time and I control it." It's pretty much the same thing - preventing a witness from running down the shot clock.
