Frankly AB 107 was a "Gut and amend" bill which started out in the senate as a completely different bill before it reached the Assembly floor.

It was introduced by state senator Scott Wiener (D-District ll) to fight against what he called "brutal attacks on transgender children' in states that have moved to protect minors from being sterilized by puberty blockers, cross-sex blockers, and sex change surgeries according to CBN news.
Enough said.
