Is the Debt Ceiling unconstitutional?

Here's the relevant part of Section 4 of the 14th Amendment:

"The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned."

Seems pretty straightforward to me, but I'm not a constitutional scholar. I wonder why no one has ever tried to invoke this during the fights over the debt ceiling.
