Unfortunately, it's the only game in town for me. The only local competition is FIOS, and my apartment complex is not wired for it. Besides, since Verizon sold FIOS to Frontier, their customer service and reliability have gone right down the toilet. My brother lives in the next town over from me - he has FIOS and hates it, and is considering a switch to Spectrum.
I don't think it's overly expensive - $10 of that is for VOIP, which I need, so deduct that and it puts the cost of internet service right about the number you mentioned. The price also includes rental of the cable modem, which I could buy and drop the price even further, but the approved modems that support VOIP are pretty expensive.
