Notary to provide witnesses for signing?

I recently turned down a notary assignment because the lender/signing service required the Notary Signing Agent (NSA) to provide 2 additional witnesses for the signing. I asked if the borrower could provide these witnesses and was told "NO". Never heard of this before; anyone else???
