I agree with the others....a $25 charge per witness is reasonable. If you have friends/family age 18+ who would be willing to be witnesses and are available, great.

Next time, give the TC three options: (1) You can provide witnesses for a fee of $25 per witness, (2) the borrower will have to provide them, or (3) the signing location must be at Starbucks where the borrowers can solicit two patrons {and hopefully they'll offer to buy them a latte in exchange for witnessing}. If the TC says NO, that the notary will provide witnesses for free, then tell them NO, they can choose one of the options you mentioned or find another notary to complete the job.
