I've only gone to a public place when the signers were the ones who hired me themselves and we'd discussed the risks up front. That way, the onus was on them, in case things didn't work out.

I'm sure I've mentioned it before, but the first time I met with someone at a Starbucks, they'd purchased a $5 Starbucks gift card as a "thank you" for whomever they were able to get to agree to be a witness. The location we went to is always busy and I believe they could have found someone regardless, but I thought it was a very nice gesture.

I'm not sure I'd feel comfortable doing that - at least not without prior approval - for an assignment via a ss or tc.
