Who has the ultimate responsibility of providing a witness

at a closing? The notary or the signer? I received a confirmation from a SS. The notes from the Title Company on the confirmation say "...please have the notary provide a witness at the closing". I was surprised.

I called the signer to review the details of the signing. The signer said that Title told her I was going to bring a witness. I know that I can sign as one of the witnesses, but I don't drive around with an extra witness in my car. Title is raising hell. Thanks for your advice in advance.
