This applies only to California notaries. The text of the bill is here:

It appears that Notaries were not specifically excluded from the new regulation. However, you may be excluded IF you have a contract with the signing service.

Now may be the time to start negotiating signed contracts with your clients. If this is the correct interpretation, then they should be eager to have a signed contract to prove you are not an employee.
