The only time the notary fee would be an escrow disbursement is if the notary public is listed as a line item on the CD . Title companies normally don't list the notary agent as a payee on the CD. Title items are paid in one disbursement from the escrow to the title company. The title company has the obligation to pay the notary as they would any other account payable and payment is determined by the terms of payment agreed to between the title company and the notary.
