I personally like the rating system the way it is and would not want to wade through a bunch of rebuttals (potentially) from companies disputing or appealing their ratings. There are two sides to every story but I trust the opinions of other notaries.
I don't accept consignment jobs. The 30 day wait period to get paid was the industry standard when I started doing this. So, the way I look at it any company with a bad payment history (for whatever reason) does not deserve credit. I can't (won't) allow their business problems to become my own. My creditors don't care if I can't pay my bills because I extended credit to a company with financial problems. Companies with bad ratings always have the option to pay for services upfront. I'm sure no notary would turn down an upfront payment.
When I get calls from a new company I check a variety of sources before deciding whether to turn the job back or not. There are times I've just gone off of the comments in SC also. (I don't pay attention to the stars in SC.)
I personally don't want the risk or headache associated with giving bad paying companies a second chance.
