As I read this, the tax is imposed on a 'transfer'

A refinance does not transfer title, IMO.

"SUMMARY OF REAL ESTATE TRANSFER TAXES BY STATE
Real estate transfer taxes are taxes imposed on the TRANSFER of title of real property."
