The BO really has no need for all those instructions so in my opinion why clog up their package with them. If it was just a couple of pages I might not take the time to not print them but 40 some pages I absolutely would not print.
While we're on the subject of presentation, I do not give the borrower their copy package until the signing is done. I maintain control of all documents until the signing is completed.
IMHO all those instructions being sent to the notary are a sign of a lazy title company. I know there are some notaries who don't even make a copy for the TC, lenders package. If I only had the nerve
