Probably a minority opinion but...he is 'testing' in response to hiring parties complaints that they want experienced and not newbie notaries who screw things up. As Mr. Numbers hasn't done signings for a decade or so and long ago was a CA notary who now defaults to XYZ's 'best practices' (which are the LAW nowhere) and is doing his own test-writing...well, there ya' go~~
Is this right? Answer is subjective: From people-who-pay-for-a-listing's point of view--No. From hiring party's and his attempt to be the best directory for experienced notaries--Yes.
IMHO, it's mostly hiring party's fault for opting for the cheapest notary, who, by definition, is a newbie and has no clue what fee to charge (as we see daily here). Just as we have to 'vet' companies by any means available (THANK YOU, SC!), so should hiring party be responsible to vet the notary and not just take the cheapest one available (and then complain to him). |
