Some think it's a handy way to get around the problem, but to me, it feels like ignoring the intent of the restriction against NOT certifying capacity. Putting it on the page just outside the actual certificate verbiage doesn't mean that some won't interpret that as "certifying capacity". The APAs that I've created for myself don't have that. I've always assumed that the NNA included that portion because it's not only allowed, but requested in some states. But not everyone agrees with me on this point...
