But, that is not generally the case. IMO, embossing just makes it look more official, especially if you add a gold foil, and that's what that receiving party is looking for, the official look.
I've been a notary since 2006 and only once have I been asked to embosse -- and I've accommodated many apostilles to a variety of countries.
