That didn't really happen - as noted in several articles at the time and the official GAO report itself (www.gao.gov/new.items/d02360.pdf), an investigation found “no damage to the offices of the White House’s East or West Wings or EOB” and that Bush’s own representatives had reported, “there is no record of damage that may have been deliberately caused by the employees of the Clinton administration.” Further, the “condition of the real property was consistent with what we would expect to encounter when tenants vacate office space after an extended occupancy.” As far as items being taken by departing staff, records show they were there at the close of business on the last day, and there's some speculation that the workers who came in to clean up later may have removed some items.
