"The 9th circus court has been overturned by the SCOTUS on over 80% of their rulings"
This statement seriously lacks context.
An ABA study of SCOTUS decisions between 1999-2008 determined that roughly .1% of the decisions from all 13 Appellate Courts were reviewed by SCOTUS during that time (660 out of 604,000 decisions). Of these, 175 (roughly .02% of all appellate decisions) were from the 9th Circuit. Of these, 80% were reversed. The numbers are so small that they are statistically insignificant, and no conclusions can be drawn from them.
It is not true that SCOTUS has overturned 80% of the 9th Circuit's decisions. What IS true in context is that over a period of 10 years, SCOTUS has overturned 80% of the very small number of 9th Circuit Court decisions it has agreed to review; the overwhelming majority of decisions were not reviewed.
