I would guess that's true especially in a larger city.
Small town, nice hospital and plenty of empty beds. A lot of the doctors are well-known and some are connected with the local community. My orthopedic surgeon does volunteer work for the local HS. On and on.
One more open bed doesn't help their bottom line. Lot of well-paid staff to keep busy. My pre-op room was slow and nurses were looking to keep busy. The surgeons were busy and what made us late. It takes two months here to see a regular physician. Real shortage of Drs here and they all complain about it.
