I agree that applicants should read the whole manual (but not every bit of the law or every bit of the administrative rules; no need to worry about the internal operations of the Secretary of State's office).

Some items are just not worth memorizing. For example, you state requires that the photo you submit be 2 inches by 2 inches. You shouldn't be required to memorize that; when you're getting ready to apply or renew, just look up the photo requirements and check with the photographer to make sure the one your about to get complies.

But some things that seldom come up do require memorization. For example, if one receives a written request for a certified copy of a journal entry, and is about to leave on a two week vacation, the notary might be tempted to just stick it in with the bills and deal with it when he/she gets home. But if the notary remembered it must be responded to within 15 days, the notary would be sure to find time to respond before leaving.
