That's because the people who author these tests (they rotate 3 separate tests) aren't notaries and they are clueless about how to write tests that test knowledge and expertise.
I've been a notary since tests in CA were open book tests before a notary. In my case, I took my test with the City Clerk of the Oxnard in 1973. I took an oath with her, and VOILA! I was a notary! |
