has to have a "copy certification" notarized. I don't know about CA, but IMO it's a quirky process. Here the SOC will verify that the notarization is valid & attach the gold seal (Apostille).
I'm working on something know for a young woman that's living in Poland & needs copies of her Diploma & transcript done on an Apostille. Fortunately, I'm familiar with the process.
