Yes, I looked up the area code and it did say Stockton area. I just saw the 2 and my brain said don't answer it.
I can't remember every scam out there - lol.

I figure if they didn't leave a message it was either soliciting or a signing service and they would have already moved on.

Good suggestion of reverse look up. Thanks :-)
