It's announcing the introduction of the "Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2020 (SECURE Notarization Act), which would permit immediate nationwide use of remote online notary (RON) with minimum standards and provide certainty for the interstate recognition of RON."
IMO, it's another classic example of the name of a bill in contradiction with its content. [And yeah, that's my biased, personal opinion. ] Do a search of "Secure Notarization Act" and you'll see lots more PR, but next to nothing else - at least that I could find.
