But in a purely oral oath, such as by a person about to testify before a town board, there is no signature on a record.

There is an emergency rule in Vermont for video appearance, but it seems to only apply to records that are signed by the person who is taking an oath, giving an acknowledgement, or who wants his/her signature witnessed.
