I think you either have to contact your state's notary authority or use your own best judgment of how to interpret that lovely new law - until they hopefully fix it.
FWIW, CA notary law explicitly prohibits the use of our stamp/seal for anything other than completing an actual notarization. Also, all required elements, i.e. our disclaimer box, venue, required wording, notary signature, and stamp (excluding the signature being notarized), must be on the same page. If the signature being notarized is on a different page, I always write a reference ("see attached...") under or near that signature. |
