No, not really the norm.
Was it a Signing service? They don't want them, just a middle man, so it probably was a title company needing them to fund. Then yes, you can hand deliver, but make sure you add that fee in. Here it's $25.00.
If it's a realtor or 3rd party, then you always have to call to verify and have them send you that instruction in an email. By calling a verifying, that would be the title company, not neccessarily your hiring party. All docs go back to title.
