Which state to go to for an apostille depends on which state or local official acted on the document. If it's a document notarized by a NY notary, go to Albany NY. If it's a CA birth certificate, go to Sacramento or Los Angeles. The person seeking the apostille doesn't have to be the official who acted on the document, nor does it have to be the principal. An expediter could seek an apostille, as could the recipient of the document.
