Skid Row contains one of the largest stable populations (about 9,200–15,000) of homeless people in the United States and has been known for its condensed homeless population since at least the 1930s. Its long history of police raids, targeted city initiatives, and homelessness advocacy make it one of the most notable districts in Los Angeles.
Nothing new, starving artists, drug addicts, alcoholics, mental illness, and just plain people who don't want to work and live that lifestyle just because. Live and let live...CA has more than enough money to clean it up, but these people prefer it seems, to be that way forever since the late 1800's.

You were just about 1/2 mile away...on the outskirts. Can't believe you didn't realize this, it's pretty famous actually.
