I would highly recommend against telling a customer that a will cannot be notarized and has to be witnessed. California being what it is, you could be accused of practicing law without a license. If NPs are not allowed to tell them what notarial act they need, the also should not tell them to get it witnessed, not notarized.
Your best bet is to refer them to an attorney.
