I'm inclined to believe Rober Koehler, but I wouldn't want to have to build a chain of evidence to prove to someone else he's right.

As for the app, I looked a t a few FL DMV webpages including https://www.flhsmv.gov/floridasmartid/smartidfaq/

It has some material about law enforcement, which doesn't apply to notaries. It also instructs businesses to not rely on just look at the digital id, but rather to rely on the "Florida Smart ID Verifier" app, but does not describe how to obtain this app, or which businesses are eligible to obtain it.
