Thanks for the information! I found a guide to embassy notarizations and found that the US embassies are allowed to be pretty easy going about ID. They can even accept a SS card, no picture! It didn't talk about an ID being out of date, but it sounds like they can accept a local ID like the China ID card or a local DL.

Thanks again for the help. I will suggest trying remote notary. This is a LO friend who is trying to buy a house in HI from someone in China...
