Exactly! The reason for that being that those companies may not be sending the vendors the 1099-NEC; however, they are reporting to IRS their income and, for tax credit purposes, their expenses (paying of their vendors). So, it behooves the vendor (in this case, the notary) to report all their income regardless of receipt of 1099-NEC so IRS is aware that vendor is not trying to hide income.
