OCSP provider - x.509 digital certificate

Hello,

On the Texas SOS website for RON application, I have got the part where I need a digital certificate. The following steps are mentioned:
Step 1: Download the Statement of Officer.
Step 2: Sign it by using your x.509 digital certificate. The x.509 certificate must be in 'good' status with the OCSP provider.
Step 3: Save it to your computer.
Step 4: Upload the signed Statement of Officer. [....]

I have downloaded the Statement of Officer form, Step1.

I am stuck on Step 2. How do I get a the x.509 certified as 'good' by a OCSP provider?
Which OCSP would you suggest? I have obtained my digital seal. But how do I obtain my digital signature?

The NNA provide a 3-Year Basic Assurance Digital Certificate Voucher for $203. Is this what I need? Are there better/cheaper deals?
