In 2018, the administration fired key officials in the CDC that were responsible for pandemic response - and didn't replace them - and also reduced funding for global epidemic research. That resulted in staff leaving. Along comes COVID-19, and the people most qualified to address it aren't there anymore. WHO developed a test for COVID-19 in early January and offered it to 60 countries - but some idiot at CDC (Azer refuses to say who) said, "no thanks, we'll build our own." And then it didn't work, and we lost more time. And now, we can't get the tests fast enough, so we have no handle on how many people are infected.
Trump tried to blame Obama by saying he had created a regulation that slowed down the ability to do testing. That was just another lie - the FDA regulation he's referring to a) had nothing to do with this type of testing, and b) was never implemented because Congress passed a law that did essentially the same thing.
Trump said yesterday that anyone who wants a test can get a test. No, that's not how medicine works as Azer pointed out. A doctor has to order the test first, and it has to be available - which it's not. So another lie.
