NYC got priority because it's the largest and most densely populated city, and has the most cases. You're correct that DeBlasio completely screwed up the city's response. That's one of the main reasons Cuomo stepped in and is totally in charge.

As much as he screwed it up, this part wasn't his call - the FAA makes that decision. Mayors or governors might be able to order people coming in to be quarantined (and look at how well that worked in your state), or even to ask people not to come to their city or state, but the FAA decides when, where, and if the planes fly.

And who's fault is that? Allowing the Mardi Gras celebrations to go on made about as much sense as leaving the FL beaches open for spring break. Anyone paying attention would have known that both situations were going to be problematic.
And nobody is making ventilators 24/7 yet. Ford and GM will start making them once they retool their plants, but those units won't be available until mid to late April.
NYC hospitals are already beginning to run short of ventilators. The cases of COVID-19 there are growing exponentially, and the point is not to have a stockpile of them, it's to have them available when and where they're needed. The logistics can literally make it a matter of life and death.
And yes, other parts of the country will need them as well as cases start to rise, which is why the Feds have to stop dragging their feet and start procuring them.
