Minnesota asks you to swear you have integrity (4 questions), disclose where you live and sign the application. Congratulations you're now a commissioned notary. I guess the only citizens in MN who are not notaries are under 18 or in jail. The extra LICENSE is a obvious attempt by the state to try to inject a little professionalism.

I would welcome a state run program to license notary signing agents in California.
