And regardless of what the role of a notary is in France, she's not doing it here. Making some assumptions, one can think a a US firm may hire her as an "intern" to help them with trade laws, or maybe she wants to become a licensed attorney in America, and this internship will help her decide. Whatever .... but point is she's not practicing here either as a notary or an attorney. or anything else that requires a license.
