Interesting about the MS Office suite for Outlook online or not. I have the full version of MS Office 2007 on my two computer. I tried this out on my old Vista desk top computer. I click on the All Programs tab and opened MS Office, then opened Outlook and set it up that way. Didn't go online. However, I have had Hotmail for decades for my personal use that is the only reason why I know they duplicate if set up properly. Haven't tried it yet on my Windows 10 laptop with the MS Office 2007 full version program. If I get time in the next couple of days I will try the Outlook on the Windows 10 laptop and report back.
