in CA would be the Secretary of State (SoS). In other states, it is the authority ISSUING the Notarial Commissions; e.g., in OK also the SoS.

"this is according to the NNA" - Unfortunately, DOnna, this is an invalid source of reference. This entity is a For-Profit business with goals to fill their coffers (and empty yours of the hared-earned gold you worked diligently to obtain). Frown
