I have never encountered this situation, however, the website clearly stated that what he presented to you is not valid as ID for notarization. Obviously I would not consider it valid ID for notarization if the website is clearly telling me otherwise. You did the right thing by declining to notarize based on the identification he was trying to give you.

If the guy can't produce some other form of identification. . . he doesn't get my stamp on his paper. I'm not going to notary jail for no one.
