I think it is a lender/LO issue and by pass title. It is morally wrong to "stiff" notaries, but these people have been conducting business like this since the get go and it's time to make the lenders culpable and responsible for vetting, hiring and firing signing services, whether they are family, friends or simply "partners" in crime, and let the CFPB know.
