Building codes here have long been designed for withstanding earthquakes - which excludes cinder block construction. So that means that most more recently constructed homes are built of wood and materials that flex and bend somewhat. Fires and earthquakes, to some extent, have mutually exclusive requirements. There are recommendations about brush clearance, but I don't know if there are any legalities. It may vary from place to place.
