I'm an ex-officio notary because I'm a Justice of the Peace (JP). In the JP part of my position, the board that decides if a person may register to vote in our town often debates the finer points of residency. The OP asked for a person "living in the Seattle area". A person could spend part of the year in VA and part in WA. In my state we call such people snowbirds. So yes, there could be a VA resident living (in some sense of the word) in WA.

I don't know if VA lets people who work in VA but reside elsewhere be a VA notary. With all the telecommuting going on these days, I'm sure there are plenty of people in that position
