In most states, felons regain their voting rights after they are released and/or when they are no longer on parole. California relaxed its rules a few years ago so that convicted felons sentenced to county jails can now vote while in custody. Only a couple of states revoke criminals' right to cast a ballot forever, and in two states felons can vote even when they are behind bars (VT and Maine, as I recall) by absentee ballot, of course.
