Some of my business clients prefer to pay electronically. In those instances, I utilize my PayPal account to send them an invoice and they can pay directly & securely via their credit card or other payment choice.
Received an email this AM from PayPal indicating the following: "To keep using the money in your PayPal balance to send or spend, you'll need to confirm your account information by February 11, 2019. This is one of the ways we help keep your account secure."
It appears that this PayPal confirmation request is insisting upon the user providing their SSN in order to CONTINUE to utilize their PayPal balance for direct payments to vendors. I have never utilized my SSN for this account as it's non-public, private personal info (NPPI).
** See your "Automatic Payments" section within your PayPal account for these referenced authorized types of payments.
Of course, you can simply enter a credit card (or bank account) as the Primary Funding Source for those payments as an alternative to using your PayPal balance.
NOTE: I sent an email to PayPal advising that my SSN is NPPI and that we will need to Confirm my account via some other data element. I'll update this thread when I receive a response. The submission form stated to allow at least 24 hours for a reply.
